SKAMANIA COUNTY - PUBLIC RIGHT-OF-WAY ADA SELF-EVALUATION AND TRANSITION PLAN
PROJECT DESCRIPTION
Skamania County is committed to providing equal access to its public programs, services, facilities, and activities for all citizens including those with disabilities. To achieve this end, the County is developing an ADA (Americans with Disabilities Act) Self-Evaluation and Transition Plan for the Public Right-of-Way, in compliance with federal and state law.
To satisfy the requirements set forth by Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act of 1990 (CFR 28 Part 35), and WSDOT Local Agency Guidelines Manual (Chapter 29), this ADA Transition Plan intends to:
- Identify physical and communicative barriers in Skamania County’s public right-of-way facilities that limit the accessibility of its programs, services or activities to individuals with disabilities;
- Describe the methods to be used to make the public right-of-way facilities, programs, services or activities accessible;
- Provide a schedule for making necessary modifications to provide better access and achieve compliance and
- Identify the public officials responsible for implementation of the plan.
Note: This ADA Self-Evaluation and Transition Plan focuses on the public right-of-way including curb ramps, pedestrian signals, sidewalks, and transit stops. The County will address barriers to accessibility in County buildings, parks, and other facilities at a future date.

PROJECT SCHEDULE
Skamania County has contracted the engineering firm Transportation Solutions Inc. to complete the countywide Public Right-of-Way ADA Transition Plan by the end of June 2024.
Spring/Summer/Fall 2023
- Perform field evaluations of public right-of-way facilities including curb ramps, pedestrian signals, sidewalks, and transit stops.
- Launch project webpage and public online survey.
- Develop public engagement strategy and content with input from community stakeholders including members of the ADA community.
- Develop and refine barrier removal prioritization criteria based on input from county staff and other stakeholders.
- Prioritize public right-of-way accessibility barriers for removal.
Winter/Spring 2024
- Develop cost estimates and financial plan for removal of public right-of-way accessibility barriers.
- Summarize public online survey findings.
- Submit Draft Plan for public comment and County Board of Commissioners’ review including self-evaluation information, refined prioritization criteria, cost estimates, barrier removal schedule, and financial implementation plan.
- Revise and submit Final ADA Transition Plan based on County Board of Commissioners’ and public comments.
- Adopt Public Right-of-Way ADA Transition Plan by County Board of Commissioners’ resolution.

The County’s intended goals for the Workshop include:
- Providing the public with the opportunity to identify barriers to accessibility and recommend improvements to the County’s public right-of-way.
- Prioritizing when and where to remove existing ADA barriers.
- Developing relationships with local organizations serving individuals with disabilities as identified by the ADA.
Who is invited?
This workshop is intended to include county residents, members of the disability community, and those who work closely with persons with disabilities to advise County staff throughout the ADA Transition Plan process. In addition to your input, we would especially value input from:
- Individuals with disabilities
- Senior citizens
- Individuals that encounter accessibility barriers such as parents/family members/friends of individuals with disabilities
- Members of groups that provide services or transportation to individuals with disabilities
- Individuals with experience and knowledge of ADA planning and requirements
- Interested Skamania County residents.

RECENT ANNUAL ACCOMPLISHMENTS
The Skamania County Board of Commissioners adopted the Public Right-of-Way ADA Transition Plan on May 21, 2024. The County will provide progress updates every two years to demonstrate where barriers to accessibility have been removed from the public right of way in accordance with the ADA Transition Plan.
