Q&A
Skamania County (COUNTY) solicits interest from consulting firms with expertise in Geotechnical Engineering and Civil Engineering. This agreement will be for approximately three years in duration with the option for the COUNTY to extend it for additional time and money if necessary. Consultants will be considered for the Washougal River Road Feasibility Study Project funded through the federal Surface Transportation Block Grant (STBGR). All prospective consultants must be advised that federally funded projects will be held to Federal EEO requirements.
The COUNTY reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
The COUNTY requires the successful respondent to commence work immediately upon contract issuance and that the consultant(s) will diligently pursue implementation of the tasks. The COUNTY reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this project. The contract type and methods of payment are anticipated to be Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement and Indirect Cost Rate.
Project Description
The work to be performed by the CONSULTANT is within the preliminary engineering phase of this project. The project is located within a section of Washougal River Road beginning at milepost 12.96 and ending at milepost 13.34. The project includes conducting a geotechnical and stormwater analysis, slide monitoring, and engineering feasibility study. The primary tasks of the project are as follows:
- Field investigation, geotechnical monitoring, instrumentation installation, soil borings, etc.
- Surveying, right of entry, right of way determination, etc.
- Engineering analysis/report that support the geotechnical and stormwater solutions, etc.
- 30% design to include multiple preliminary engineering solutions with cost estimates.
- Final plans, standard specifications, special provisions, and estimate only for the approved design option by Skamania County.
DBE Participation
This project has a zero percent DBE goal assigned. The COUNTY encourages disadvantaged, small, minority, veteran, and women-owned consultant firms to respond to this RFQ.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
- Qualification of Proposed Project Manager
- Qualifications / Expertise of Firm
- Ability to meet schedule.
- Approach to plan.
- Familiarity with WSDOT and FHWA standards
- Past Performance / References
After the COUNTY reviews the submittals, consultant firms will be short-listed and invited to interview. The interview score will be based on the team’s ability to demonstrate their combined experience, capabilities, and approach to delivering the project. Final selection from the short-listed firms shall be made based upon a combined results of the submittal and the “Live” Interview / additional qualifying information scoring. The COUNTY is substituting Zoom or Teams meetings for In-Person meetings.
Submittal
Consultants are invited to submit their Statement of Qualifications at their own cost. The COUNTY assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. The Statement of Qualifications (SOQ) shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of this work:
- Title of SOQ: “Washougal Slide Feasibility Study”
- Firm clearly identified (Firm name, phone, and address).
- Name and Email of Principal-in-Charge and Project Manager.
- Name of employees in each firm proposed on the project.
- Max of 15 pages including references in the SOQ proposal.

Submittals must arrive no later than 10:00 A.M. Thursday, September 19th, 2024. Submittals will not be accepted after that time and date. Submission of any request cost proposals or elements of cost be in a concealed format and separate from technical/qualifications proposes, since these shall not be considered in the evaluation, ranking and selection phase. Submittals will not be accepted after the time and date specified above, and cost of proposals or elements of cost that are not in a concealed format.
