RESOLUTION 2002-24
(Policy for Filling Expiring or Vacant positions for Boards or Commissions appointed by the Board of Commissioners)
WHEREAS, the Board of County Commissioners shall fill by appointment an expired or vacant position of any Board or Commission that serves Skamania County Government; and
WHEREAS, Board of County Commissioners wishes to establish a process that will be consistent and equal to fill expired or vacant positions of any Board or Commission that serves Skamania County Government; and
WHEREAS, the Board of County Commissioners encourages existing members of expiring terms on any Board or Commission to re-apply and with this policy ensure the public is made aware of such expiring vacant positions.
NOW, THEREFORE, BE IT ORDAINED that the process for filling an expired or vacant position on a Board or Commission that serves Skamania County Government is as follows, unless otherwise specified under the law:
1. The Department directly involved with the Board or Commission notifies the media and the Board of Commissioners of the expiring or vacant position;
2. The Department sets the deadline, which is at least 30 days from the first date of publication, for accepting applications for the expiring or vacant position and publishes the notice at least twice;
3. The Department contacts expiring members on the board to encourage them to submit their letter of interest;
4. The Department forwards all applications and letters of interest to Board of Commissioners for review and selection;
5. Board of Commissioners reviews applications and letters of interest and determines outcome;
6. Board of Commissioners, if needed, sets time/date/location of interview;
7. Board of Commissioners appoints member and sends letter of appointment to selected applicant, appropriate department and county auditor.
