RESOLUTION 2002 - 22

(Declaring four Wind River Nursery Sites residences

 surplus to the current needs of Skamania County)

 

WHEREAS, the Forest Service, United States Department of Agriculture, conveyed approximately 165 acres of the Wind River Nursery to Skamania County in February 2002. 

 

WHEREAS, this conveyance included four residences located on Chapman Avenue, known as Chapman Avenue Residence Numbers 1053, 1054, 1057, and 1065; and

 

WHEREAS, Skamania County’s intends for the property to be used primarily for economic development and to generate revenue for the County; and

 

WHEREAS, the residences are in habitable condition, appropriate for use as single family dwellings, and a rental market exists for them; and

 

WHEREAS, the County does not have a current need for the four residences and deems them to be temporarily surplus to the municipal needs of the County; and

 

WHEREAS, the County currently desires to rent the residences to private individuals to generate income and help maintain the buildings; and

 

WHEREAS, two of the residences are vacant; and

 

WHEREAS, the County has the authority to lease said real property under RCW 34.36 and Skamania County Code Chapter 2.56; and

 

WHEREAS, the County may have a future economic development need for or a desire to sell any or all of the residences; and

 

WHEREAS, the County wishes to lease out the remaining two residences on a month-to-month  tenancy; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Skamania County Board of Commissioners hereby deems the four residences located on the County’s Wind River Nursery Site currently surplus to the municipal or economic development needs of the County; and

 

BE IT FURTHER RESOLVED that at any point in the future, the Skamania County Board of Commissioners may declare that it has a municipal or economic development need for any or all of the residences and to determine that the residences are no longer surplus to its needs; and

 


BE IT FURTHER RESOLVED that Skamania County shall, provided the tenants execute a standard lease agreement (which is attached as exhibit “A”) continue to allow individuals now occupying or renting Chapman Avenue Residence Numbers 1054, 1057, and 1065 to rent the residences on a month to month basis, temporarily under the same monthly rent schedule that the Forest Service utilized at the time of conveyance:  Residence 1054:  $442.00, Residence Number 1057:  $544.15; and Residence Number 1065:  $500, plus any applicable leasehold excise tax; and 

 

BE IT FURTHER RESOLVED, that Skamania County will establish a rental policy and rental procedures for the residences within 60 days of the adoption of this resolution for current and future persons renting the residences and require all such persons to sign a rental agreement to maintain or begin occupancy; and

 

BE IT FINALLY RESOLVED, that Chapman Avenue Residence Number 1053 shall be rented following adoption of the Skamania County rental policy and rental procedures are adopted and in accordance with those policy and procedures.
