RESOLUTION = 2007-13
(Adopting a 10-year Homeless Housing Plan, establish= ing a Homeless Housing Council, and Authorizing WA Gorge Action Programs to assist with the Housing Plan and Council)
WHEREAS, the Washington State Legislature passe= d HR 2163 enacting the Washington State Homeless Housing and Assistance Act of 2= 005 (HHAA); and
WHEREAS, the HHAA sets forth County responsibil= ities and options under the HHAA; and
WHEREAS, the representatives of the County and = other local partners met in March and April 2006 to make recommendations to the Skamania County Board of Commissioners regarding the implementation of a process and preliminary plan; and
WHEREAS, the County desires to develop and impl= ement its own plan rather than a state-developed plan, within the resources provi= ded by the state, that meets the requirements of Plans to End Homelessness= i> with the goal of reducing homelessness by 50% in ten years; and
WHEREAS, it has been recommended that a Skamania County Homeless Housing Council be established to develop a plan and monitor the implementation of the plan; and
WHEREAS, Washington Gorge Action Programs (WGAP= ) has the capabilities to assist the Council in developing the comprehensive home= less plan and providing various services, as needed, under the comprehensive homeless plan;
NOW, THEREFORE, BE IT RESOLVED, that the

Adopts the
= 2. = Establishes the Skamania County Homeless Housing Council with the following provisions:
Purpose: The Council shall review the adopt= ed Plan and make recommendations for any changes to the Skamania County Board = of Commissioners for consideration. The Council may periodically review the plan and make further recommendations for change. T= he Council shall also assist in the implementation, monitoring and evaluation = of the Plan.
Membership: The Council shall consist of at le= ast seven (7) and not more than fifteen (15) members, appointed for two-year te= rms by the Skamania County Board of Commissioners, except that the initial appointments may be for shorter terms to stagger the expiration dates of the terms. The membership should include representation from those affected by the Plan and various business, government and non-profit agencies that provide services to homeless persons. Suggested representation includes a financial institution, real estate, other local businesses, Mental Health and Substance Abuse services, WA Department of So= cial and Health Services, Domestic Violence and Sexual Assault services, Ministe= rial Association, Sheriff’s Department, and schools.
Dissolution of Council<= /u>: This Council shall terminate upon = the occurrence of any of the following:
1)&n= bsp; By resolution of the Board of Commissioners after at least 30 days written notice to terminate is presented to the Chair of the committee or a majority of the appointed members.
= 2) By the continued inability to fill the minimum number of Council positions for= a period of one year.
= 3) By the failure of this Board to conduct a meeting at which business is transac= ted for 12 successive months.

Authorizes the WA Gorge Action Programs, on behalf =
of
= 1) Assist the County in the recruitmen= t of Council members, develop Council by-laws, and operation of the Council.
= 2) Assist in the review, implementation, monitoring and evaluation of the Plan.
= 3) As requested by the County and allowed by the state, serve as a fiscal agent f= or various grants and revenues associated with the Plan.
