RESOLUTION NO. 2003-52

RESOLUTION IN THE MATTER OF LIMITS TO APPROVE DESIGN CHANGES AND CHANGE ORDERS

WHEREAS, the Board of County Commissioners have adopted the Washington State Department of Transportation and the American Public Works Association Standard Specifications for Road, Bridge and Municipal Construction by resolution and

WHEREAS, The County Engineer is designated as the Contracting Agency’s representative who administers the construction program for the Contracting Agency and

WHEREAS, Section 1-04.4 of the adopted Washington State Department of Transportation and the American Public Works Association Standard Specifications for Road, Bridge and Municipal Construction allows the County Engineer to make changes in quantities and such alterations in the work as are necessary to satisfactorily complete the project and

WHEREAS, The Board of County Commissioners on advice and recommendation of the County Engineer have determined it advisable to place a monetary limit on the amount of such changes,

NOW THEREFORE, BE IT HEREBY RESOLVED, that the Skamania County Public Works Director/County Engineer shall be authorized to make change orders to public works construction projects up to a cumulative total of $25,000 or 10% of the awarded project cost, whichever is greater, per project, without approval by the Board of Commissioners; provided that the total of all costs of public works capital projects for a calendar year shall not exceed the total expenditure amount of the approved Annual Road Program (County Road Construction Budget). On grants or other special funded projects, the amount of the grant or special funding shall not be exceeded without approval of additional funds by the Board of Commissioners.
