BOARD OF SKAMANIA COUNTY COMMISSIONERS

MEETING for WEEK of September 29, 2003

 

The meeting was called to order at 10:00 a.m. Monday, September 29, 2003, with all Commissioners present, opening with the Pledge of Allegiance. 

 

Rich Lang, Public Works Surveyor, gave updates on the Hamilton Creek project, Ryan-Allen Road project, Drano Lake project, completion of road striping on Ryan-Allen Road and Washougal River Road, and advised that the Fire Marshal recommended an extension of the fire ban until October 15, 2003.

 

Resolution 2003-39 was approved, extending the emergency closure of outdoor burning on private lands in Skamania County until October 15, 2003.

 

Consent Agenda Items were approved as follows:

A.                 Minutes of September 22, 2003.

B.                 Notice of solicitation of bids for telephone maintenance, set deadline to receive bids for 4 PM October 10, 2003 and set date to open sealed bids for 10 AM October 13, 2003.

C.                 Request for proposals for chemical dependency and violence prevention services, set deadline to receive bids for 4 PM October 17, 2003 and set date to open sealed bids for 10 AM October 20, 2003.

D.                 Acknowledge receipt of Notice of Completion of Public Works contract with Mid-Columbia Asphalt Co. for supply and delivery of crushed aggregate.

E.                  Acknowledge receipt of Claim for Damages from Chuck Bryan.

F.                  Acknowledge receipt of Claim for Damages from Brent Holman.

 

Motion was approved to authorize designated representatives from Public Works, Buildings and Grounds, and the Sheriff’s Office to acquire federal and state surplus property on behalf of the County, provided that all purchases under the Equipment, Rental and Revolving Fund must receive prior approval from the Board.

 

Bev Majors, Community Events and Recreation Office Assistant, presented a summary report of activities and programs, and presented a boat launch revenue report.

 

A contract was approved with the Department of Community, Trade and Economic Development to provide funding to improve the criminal justice and community response to violence against women.

 

An extension was approved to the land lease agreement with the Employment Security Department for Employment Security classroom located at 704-A SW Rock Creek Drive, while a new lease is being completed.

 

The Board reviewed a voucher to Pacific Safety Supply, Inc. for the purchase of Sqwincher drinks for the County Road crews.  Commissioner Talent advised he would contact the Public Works Department for additional information.

 

The meeting recessed at 10:40 a.m. Monday, September 29, 2003 and reconvened at 11:30 a.m. the same date, with all Commissioners present.

 

Jim Shank, Department of Natural Resources, presented a quarterly report on the projection of income from state forest board lands in Skamania County and gave an update on the merger of the Central and Southwest Regions.

 

The meeting recessed at 12:10 p.m. Monday, September 29, 2003 and reconvened at 1:30 p.m. the same date, with all Commissioners present.

 

A public hearing was held to consider a nuisance violation for property located at 102 Carson Creek Road owned by Walter R. Long.  Mr. Long was not present.  Randy Krog, Deputy Prosecutor, gave a report on the history of ongoing violations of junk vehicles and outdoor storage and accumulation of materials that constitutes a public nuisance pursuant to Chapter 8.30 of Skamania County Code.  He advised that Mr. Long had not responded to requests from the Prosecutor to abate the violations.  Following discussion and concerns from the public, which included fire hazard, toxic chemicals, possible contamination to Carson Creek due to junk and debris near the creek, and deterioration of the house, motion was approved to abate the nuisance, bill the owner for the cost of removal, impose a fine of $1,000, contact the health department, fire department and fire marshal regarding health concerns and fire danger, and requested the Prosecutor to contact Mr. Long as to the outcome of the public hearing.  Randy Krog advised he would coordinate clean up of the property and prepare an Order for the Board’s signature.

 

The meeting recessed at 2:20 p.m. Monday, September 29, 2003 and reconvened at 10:00 a.m. Tuesday, September 30, 2003, with all Commissioners present

 

Vouchers for the period ending September 29, 2003 were approved in the amount of $13,701.50.

 

The Board participated in a staff workshop to discuss personnel, property insurance, budget, and Skamania Forward, with no action taken.

 

A Memorandum of Understanding was approved with Skamania County Law Enforcement Guild to settle wages and health insurance for calendar year 2003.

 

The meeting adjourned at 11:00 a.m. Tuesday, September 30, 2003.
